The US company that owns Smallville licences syndicated versions to networks in other companies, such as CTV in Canada. Included in the licence are digital rights, meaning CTV has the right to stream the shows on their website. But the US company doesn't want to lose site hits to the CTV website and the CTV website doesn't want to lose hits to the US website.
As a result, CTV streams these only to IPs owned by Canadian companies. In their licence agreement to the Canadian network, the US company agrees to block Canadian IPs from viewing videos on their US site.
The reasons why you're seeing this on Youtube is a tl;dr but it's essentially the same story about licencing with Google.
