On paper they are. In reality, if any of them are subject to the tiny fists of David Miscavige, then they answer to the COB of RTC even if on paper they don't.

If there are highly paid executives, consultants and lawyers in the RTC, not subject to the fists of fury, then those people are indeed living the high life based on the misery of Sea Org and staff.

Someone could do a Fists of Fury Org chart, with DM at the top, maybe on a pyramid, and under him lawyer-whores, providers of ooh-la-la, hidden wife Michele, fabulous gala designer Henning Bendorff, (the Art Director Gold), slaves to clean his room, quaking middle management with plummeting stats, shovelers of the S#!t pond at Gold, and many who receive his fist assists. It would need cartoons - I'm not the one to do it.

Thanks, OBT. Sure, command is flowing, but only through Sea Org which doesn't exist as a legal entity. Hubbard and then Miscavige created a gotcha-suckers game. If things go well, the top snatches the money. If the Sea Org people running a lower group like Narconon have dwindling enrollment and income, it's rice and beans for them and they still have to scrape up money to send to headquarters. But...If there's a lawsuit against Narconon, suddenly Narconon doesn't connect in any way to CSI, and absolutely can't be connected to RTC or CST.

If there's a lawsuit against a CSI-connected group, like Gold where people got beaten, or CSRT which holds the Super Power Building money, then CSI well might get hammered. But only the individual reserves in the groups like CSRT or SIRT are at risk. The big bucks mostly flow to RTC and CST. If CSI crashes in a wave of crippling lawsuits, RTC and CST would just watch, and then re-assign the copyrights to some other CoS-controlled corporations set up for such an emergency.

Plus, the Watchdog Committee, or OSA, or Sea Org can't be sued because they are not legal entities. So Sea Org regroups like a shape-shifter, and RTC and CST intend to survive and use them again. But if nobody wants to join Sea Org, and the Sea Org people grow old, grow feeble, and die, there is no other mechanism for running this scam.
