I'm aware that in Nashville, there is an ordinance that requires LED billboards to be at a certain Lumen intensity, which is very low, for nighttime driving safety.
Perhaps residents in LA could make complaints from that prospective, for starters. If the sign is as bright as this news release claims, maybe they could be forced to lessen the intensity.

LA doesn't even have a sign ordinance.. Better yet they are currently debating on a sign ordinance. These Scientology nutjobs apparently installed their sign right in time before an ordinance could be enacted. However, that sign could break the camels back.

Los Angeles is proposing Sign Districts, where certain signs like LED Signs be assigned to a various commercial districts. If you are not in a district where LED signs are then you cannot have them.

I don't think Big Blue is in a commercial area anyways. Now the residents have to be angered and write to their council people to get a basic sign ordinance enacted. I just think that new Scientology sign just basically would cause an ordinance to be enacted.

So, faced with criticism from business leaders and neighborhood councils, the Los Angeles City Council put off a vote on the complicated overhaul of its sign ordinance, agreeing to wait until after July 1 to make a decision -- after City Atty.-elect Carmen Trutanich is seated.

The council originally had been scheduled to vote on a plan that would have restricted digital billboards citywide but allowed them in sign districts. The council postponed a vote until September and agreed to extend its temporary ban on new signs for an additional 90 days.

As part of the proposed law, up to 21 areas were eligible to become sign districts, including portions of Westwood, Koreatown, Encino and downtown Los Angeles.

Throughout today’s hearing, Trutanich was chatting up council members in the room behind the council chamber, signaling that he wasn’t entirely fond of the proposed sign law and would like to weigh in on it.

“My job will be to defend the city,” he said. “I want to make sure that [the new law] is tight, that’s all.”

The council decided to rework its sign law last year after receiving complaints from residents in Silver Lake, Westwood and the San Fernando Valley about new digital signs being installed in their neighborhoods. Those digital signs were made possible by a legal settlement approved by the council in 2006.

Billboard industry representatives who were at City Hall today called such complaints overblown.

“They were getting blowback from a fringe group of people,” said Ryan “R.B.” Brooks, vice president of governmental affairs for CBS Outdoor, which had asked for the vote to be postponed.

The delay left at least one billboard critic anxious. Dennis Hathaway, president of the Coalition to Ban Billboard Blight, said he feared the delay would simply give business groups more time to water down the proposed outdoor advertising law.

“This just gives them more time to ramp up their lobbying,” Hathaway said. “The pressure is going to be to allow more weaknesses [in the law], so we’re going to have to counteract that.

AnonOrange & I were the only anons that stayed behind tonight for the 9:30 lighting of the new sign. Prior to the event, we filmed preparations which included alot of lights, red carpets, and a Sea Org white uniformed band.

AO & I were on the sidewalk across the street from the entrance to Big Blue.

As the event got underway, LAPD Officers Bowman and Turner (an officer who was the subject of an anon's complaint of harassment tonight - and has a history of police misconduct towards anons in past raids) approached us and told us we had to leave the sidewalk and walk down past Catalina Street as Scientology had a permit to close down the sidewalks on both sides.

As we were walking, Officer Bowman pushed me (obviously not walking fast enough for him) and I demanded that he not push me (it's on video). He stopped. However, seconds later, Officer Turner pushed me and when I questioned him and told him to stop it, he pushed me again and threatened to arrest me for "spitting on" him. He threatened me again & again that I was asking for trouble.

When I asked him when I spit on him, he said it was from screaming at him and he pushed me for a 3rd time... at that point I told him I would be filing a police misconduct complaint against him with Internal Affairs.

He admits on video he pushed me. Turner said he didn't care what I did and I could "file a complaint with Obama" as far as he was concerned. I told Turner he was a bad cop.

** Any SoCal anon out there that knows this cop's first name, please PM me. A search of posts on WWP under "Turner & LAPD" will reveal a number of prior incidences where Officer Turner has consistently abused his authority.

Yes, Officer Bowman showed it to me. The permit specifically said street closures could me made on "Sunset Blvd., Catalina Avenue, LRH Way; and Fountain Avenue" at the "officer's discretion."
