If you try and convince the federal government that a questionable enforcement of a bogus citizen's arrest is anything remotely approaching what prompted the need for the LAPD consent decree, they will laugh at you. And rightly so. Since when did the riverside PD become the issue here? Ok, they've got a couple of lazy officers who possibly need to be reprimanded. The PD isn't the problem, the CoS is the problem.
