I'm looking at this, and I think its a parody in response to being called cyber-terrorists, nazis, and communists by the CoS. I mean, its all black and white, looks like a propoganda video, and doesn't actually show anything incriminating or make us look that bad. The inclusion of Chocolate Rain, a meme which afaik hasn't inserted itself into the Anon vs. Scientology meme collection, and rickroll, makes me think that this is probably not a scientologist propaganda, more like a spoof on their claims of Anon's dubious nature. I mean, hell, just look at how Communist and Nazi propaganda films look, then look at this.
Plus, I'm pretty sure the song is the russian national anthem, which if you watch this video:

So, the maker was one of the Anonymous, and I'm reasonably certain it was a parody. Taken in this context, and how its mocking the claims that we are terrorists (judging from the opening and closing seconds of the video) and as mentioned before, the nazi and communist propaganda films, then the clip is relatively funny. Harmless jesting, no more, no less.
