Could be a piece of metal used for mounting. The wiring doesn't seem to be connected, just resting on it. Possibly used for mounting a camera that isn't there now.

Ironically enough there could be no electronic device there, just the remnants of one.

Well the photo looks like a piece of metal but my eyes are better than my shitty camera and what I saw was a mic IMHO. We were all talking in front of the mic and I strongly suspect that it will be removed tonight. I live too far away to check myself though.

It's definitely a microphone, the attached wiring and the appearance of the device is just like microphones I've seen before. I do think a camera may have been attached in the past, look carefully at the cables, that yellow plug is for the video signal. Surveillance cameras often include a microphone like the one pictured. It is an odd location to mount a camera, the likely intent would be to record conversations.

It is not uncommon for SO to spy on their own people. In SH UK, a new phone system was installed some years ago which allowed RTC to listen in on conversations in every office on that base, including CMO and management. They could not only ease drop on phone conversations, they could hear conversations in the room. They were quite proud of their Orwellian little spy system. Keeps the low-life on their toes and compliant.
