Well the Riverside Commission can't say they weren't warned that THEY were creating a shitstorm.
Minutes after they do it anyway, they face substantial liability.
(Course Co$ will say, "See, we told you it was necessary.")

Obvious is obvious: there was NO blocking of actual traffic coming in or out.

I did notice a $cilon SUV drive in and then shortly thereafter out.
Looked like the timing was off and it was supposed to drive in at a moment when someone was "blocking" the entrance/exit. No?

Can't block in/outing if there's no in/outing to be blocked, no?
