The total of the same courses (Clear to New OTV) in 198 for September 2008 is 213 (?September 2008). This might represent another four months giving a monthly average of 53 (probably too high).

I believe (from looking at many of these lists and asking lots of questions about them in the past) that the courses listed would not run through the month correlated to the publication. If an issue came out in September, the courses would probably not have been taken any later than July. Of course, this means that some of the courses listed at the beginning of the year were taken in the previous year, and you can drive yourself crazy trying to allow for that.
