This is a good point. As public service institutions like schools and prisons become increasingly impoverished, the remaining management will always be looking for ways to reduce costs. This is exactly the sort of opportunity organisations like Scientology can use to creep into the system. Scientology, of course, has one particular advantage, its products and services are manufactured and delivered by people on slave wages.

Caught somewhat in the middle was Rep. Dan Burke, D-Chicago, who explained he had sought ways to help build character in youngsters today and offered a resolution with suggestions. He said he will amend the legislation to remove any unintended references which could be interpreted as faith-based.
