Ukrainian president offers concessions to protesters Viktor Yanukovich promises to reshuffle government and bring opposition leaders into anti-crisis team after days of deadly riots Protesters prepare to throw a tire and molotov cocktails onto a fire during clashes with police in Kiev early on Saturday morning 2014. Riots have spread from Ukraine's capital to nearly half of the country. Photograph: Sergei Grits/AP Ukraine's embattled president has offered a string of concessions to the protesters occupying central Kiev. But the package is unlikely to bring an end to the conflict, which has already claimed at least three lives in the capital. After lengthy negotiations with opposition leaders, Viktor Yanukovych saidon Friday he would reshuffle the government and modify draconian laws against demonstrations. But the key demand, for snap parliamentary and presidential elections, does not appear to be on the table, nor is there any suggestion that the president is ready to sack his hardline prime minister, Mykola Azarov. In central Kiev, anti-government activists who occupied another government building overnight, were unimpressed with the concessions. At the barricades near the Dynamo Kiev football stadium, protesters resumed their assault on police lines overnight, with barricades of burning tyres lit and projectiles fired at riot police using a giant catapult. The police doused the fires with water cannon but were not responding with force. As the night continued, the majority of those at the barricade were the hardcore of the protest movement, dressed in combat fatigues and ready for violence. Earlier in the day, there had been a more mixed crowd at the barricade. Natalia, a 50-year-old engineer from the east of Ukraine, had arrived on Thursday, bringing helmets and medicines to the barricades. "I came here to defend the future of my children. We have no future if we are ruled by this criminal," she said. Continued - http://www.theguardian.com/world/2014/jan/24/ukrainian-president-offers-concessions-protesters
Ukraine anti-government protesters try to seize energy ministry in Kiev Demonstrators deny ministry's claim they are holding two police captive as clashes continue in capital Ukrainian anti-government protesters have tried to seize the energy ministry in Kiev and detained two policemen, according to the government. Eduard Stavytsky, the energy minister, said he had confronted about 100 protesters on Saturday and warned them that Ukraine's energy system would collapse if they occupied the ministry. The protesters left the building and blocked roads outside. The interior ministry said protesters had captured two of its officers and detained them in the Kiev city administration building which has been occupied by demonstrators for nearly two months. Although the protesters have denied the ministry's claim, officials warned that police could storm the city hall to free them. The ministry added that another officer who had been injured while being seized by protesters had been released and was hospitalised in serious condition. On Friday, Viktor Yanukovych, the president, said he would reshuffle the government and modify draconian laws against demonstrations. But the key demand, for early parliamentary and presidential elections, does not appear to be on the table, nor is there any suggestion that the president is ready to sack his hardline prime minister, Mykola Azarov. Ukrainian president offers surprise concessions as protests turn violent Viktor Yanukovych says he will make opposition leader prime minister and offer amnesty, but protesters demand more Ukraine's embattled president, Viktor Yanukovych, on Saturday night made a surprising and wide-ranging compromise offer to the protesters who have occupied his capital, promising to make an opposition leader prime minister, give amnesty to those involved in clashes with police and institute major constitutional reforms. The trio of politicians who have become the de facto leaders of the protests rejected the offer but said they were willing to negotiate. After several hours of discussions on Saturday, it was announced that Yanukovych had offered the prime minister's job to Arseny Yatsenyuk, of jailed former prime minister Yulia Tymoshenko's Fatherland party. He also offered a deputy prime minister post to Vitali Klitschko, a former heavyweight boxer, and promised public debates with him. "The president is confident that joint work with the opposition will help Ukraine unite and conduct reforms necessary for the state and the society," said a statement on Yanukovych's website, which also demanded that the street protests end. Klitschko, however, said protesters would not leave Independence Square and the surrounding barricades. Yatsenyuk wrote on Twitter: "No deal Yanukovych, we're finishing what we started. The people decide our leaders, not you." Continued - http://www.theguardian.com/world/2014/jan/26/ukraine-president-concessions-protests-violence
Ukraine crisis: Protests to continue despite PM post offer Security forces "unprepared by the force of more than 1,500 protesters" Ukrainian opposition leader Arseniy Yatsenyuk says protests will continue despite President Viktor Yanukovych's offer to appoint him as prime minister. Mr Yatsenyuk said the opposition was generally ready to accept leadership, but several key demands must be met, including new elections. Meanwhile clashes have continued in Kiev, with activists storming a building where riot police were based. The president's proposal came amid new efforts to end the deadly unrest. He offered the post of prime minister to Mr Yatsenyuk and the position of deputy PM to former boxer Vitali Klitschko following talks on Saturday. 'Not afraid' Speaking to large crowds in central of Kiev late on Saturday, the opposition leaders did not explicitly say whether they accepted the offer but repeated their demands. "Viktor Yanukovych announced that the government wasn't ready to take the responsibility for the country and offered to the opposition to lead the government," said Mr Yatsenyuk. "What is our response to this? We are not afraid of the responsibility for the destiny of Ukraine." Continued - http://www.bbc.co.uk/news/world-europe-25900267
Analysis David Stern BBC News, Kiev Ukraine's opposition leaders have apparently interpreted President Viktor Yanukovych's latest offers of significant concessions, including top positions in the government, as a sign of weakness and are forging ahead with their campaign to unseat him. Their plan may indeed work. But if it doesn't, it could spell disaster for them, their supporters and the country as a whole. Both sides are playing a game of attrition. Mr Yanukovych seems to be hoping that the longer the negotiations, parliament votes and other political manoeuvrings drag on - and this includes the political jockeying that would follow Arseniy Yatseniuk's becoming prime minister - the more air will escape the protest movement. But the opposition, at least at the moment, does appear to have the upper hand. Their activists have taken their battle beyond Kiev to government offices in half of the country. And camps in central Kiev could only be dislodged after a brutal and bloody struggle. It is also possible that Mr Yanukovych's recent proposals are not sincere. But if they are, it now looks as if he is prepared to forfeit everything - short of his actual presidency. The question is whether he could eventually give this up, or ultimately, with his back against the wall, he would fight back. http://www.bbc.co.uk/news/world-europe-25900267
Ukraine to sell $2 billion more eurobonds to Russia this month Journal Staff Report Ukraine plans to issue $2 billion in eurobonds in the framework of cooperation with Russia by the end of January. These will be two-year 5% coupon bonds, Ukrainian First Deputy Finance Minister Anatoliy Miarkovsky told reporters. Russia said in December that it would provide Ukraine with $15 billion financing in 2013-2014 by buying Ukrainian eurobonds. Analysts say this will effectively turn Russia into Ukraine's biggest creditor. Russia bought a first tranche of Ukrainian bonds worth $3 billion on December 23. http://www.ukrainianjournal.com/index.php?w=other_new&id=5311
New attacks target journalists, activists Journal Staff Report KIEV, Jan. 21 - A new wave of attacks targeting journalists and protest activists swept Kiev spelling out doubts over President Viktor Yanukovych’s commitment for talks to end Ukraine’s deepest political crisis in decades. Ihor Lutsenko, a prominent journalist and activist was kidnapped by 10 unidentified thugs from a Kiev hospital on Monday while helping a wounded protester. He emerged a day later from a wooden area outside Kiev, severely beaten and barely able to walk. “Over the past 24 hours I have three times said goodbye to my life,” said Lutsenko, who is not related to former interior minister and protest leader Yuriy Lutsenko. “Now I am okay.” Valeriy Portnikov, a prominent television journalist critical of the government, fled Ukraine on Tuesday after a group of unidentified thugs had tried to break into his apartment, TVi television reported Tuesday. Andriy Yanytskiy, an editor at Liviy Bereh newspaper, said Tuesday a friend had warned him about an imminent attack after obtaining a tip from his sources. "The friend of mine just called and warned me that I will be the next to go missing like Ihor Lutsenko,” Yanytskiy said before Lutsenko had been found. The attacks that seem to be well-coordinated target specifically journalists that are critical of the government and protest activists. This comes as protesters had detained dozens of thugs, known as titushky, roaming in hundreds in Kiev’s downtown during the night, smashing store windows and breaking cars. The thugs said they were hired by unknown people that had given them tools and instructions aimed at damaging people’s property. The thugs responded to a classified ad seeking protesters for hire. Lawmakers and businessmen linked with the authorities have been known to hire ‘protesters’ to join a rally in support of the government over the past two months. The ‘protesters’ are paid between 200 hryvnias and 500 hryvnias per day. The attacks follow a similar tactic last month culminating with a late night car chase and beating of Tatiana Chonovil, a prominent reporter and a protest activist, on a highway outside Kiev. The attack was recorded by a dash camera and opposition lawmakers had uploaded video on Youtube. This led to a quick detention of the alleged attackers. The latest wave of violence targeting journalists and activists comes amid calls for talks from Yanukovych. The talks failed to materialize on Monday after Yanukovych had refused to show up, suggesting opposition leaders must talk to Andriy Kliuyev, the secretary of the National Security and Defense Council, a top security body under the president. Kliuyev, who is in charge of Yanukovych campaign, is believed to be an official who had ordered a violent crackdown on peaceful student protesters on November 30. Suffering from brain concussion, a bruised face with missing front teeth and fractured heel broken by a metal stick, Lutsenko said the kidnappers tortured him in the woods trying to find out who has been financing the anti-government protests. “They fail to understand that the people joining the protests are not there for money!” Lutsenko said. Lutsenko was kidnapped with a wounded protester, Yuriy Verbytskiy, who needed attention from a doctor for his eye injury. Lutsenko described his ordeal. “There were about 10 people that had pulled us into a black mini van right from the doctor’s office and in front of the lady doctor. "They took us in the middle of the night to the forest somewhere near Kiev and I thought must be it. We stayed there long enough with the kidnappers beating both of us asking who had been financing the protests. "Then they took us 20-30 kilometers away and threw us into something like a metal garage with metal floor. It was very cold. "In the garage we spent a long time, probably 10-11 hours. “Then they took me in a car and drove for an hour. Again, I thought this is it for me. It was an abandoned area and I had a plastic bag around my head. “They put me on my knees and with my forehead facing a tree, and told me to pray. I prayed. “And then they disappeared. "I looked at the world again like it was the first time. A snow blizzard was the most beautiful spectacle during this night. I will remember this moment for life. "Then I was crawling through the snow-covered road and I was singing songs. A gift of life is so beautiful. “Sorry, there will be no pics. My phone is done. “And, of course, we will not stop.” (tl/ez) http://www.ukrainianjournal.com/index.php?w=article&id=17898
